Updated Instructor Stipend page

I’ve made a small modification to the Instructor Stipend page to remove a restriction regarding paying stipends for teaching on Forest Service rivers. There is no such restriction. However the restriction of not charging students anything for taking a class on a Forest Service river is still in effect.
